California Exclusion Screening

California employers that bill Medicare or Medi-Cal can't be paid for services furnished by excluded or suspended people. Most screen every employee and contractor at hire and then every month, against two federal lists and California's own Medi-Cal list.

The lists to check

LEIE (List of Excluded Individuals/Entities)HHS Office of Inspector GeneralPeople and companies excluded from Medicare, Medicaid and other federal health programs
SAM.gov exclusionsU.S. General Services AdministrationPeople and companies barred from federal contracts and payments
Medi-Cal Suspended and Ineligible Provider ListCalifornia DHCSProviders suspended from Medi-Cal or otherwise ineligible to take part

DHCS updates the Suspended and Ineligible list monthly. Many California counties and health plans require their contractors to check it at hire and every month, and to keep the records for years.

If you get a possible match

  1. Compare more than the name: date of birth, NPI, license number and address.
  2. Look up the full record on the list's own website and save a copy.
  3. If it's confirmed, remove the person from anything billed to Medicare or Medi-Cal and talk to your compliance advisor about next steps.
  4. If it's a different person with the same name, note why and keep that with your screening record.
